Joel Price vs. Flagler County, Joel Price vs. St. Johns County, Joel Price vs. Levy County.

On March 25, Levy County was officially served a summons in a civil action by Lawyer Scott R. Dinin of Miami. The lawsuit filed on behalf of Daytona Beach Resident Joel Price claims that because electronic documents Price requested from Levy County, many of which are in PDF format, are “not accessible by persons who are visually impaired and who utilize screen readers,” that Price has been discriminated against under Title II of the American with Disabilities Act of 1990 and under Section 505 of the Rehabilitation Act of 1973 through which Section 504 “is enforced to redress unlawful disability-based practices and to make Plaintiff Joel Price whole.”

The lawsuit says that Price visited the Levy County’s website in December 2018 “with the intent of educating himself about the quality of life and governmental functioning Levy County” but the documents were not provided in “an accessible HTML or PDF format.” Price is visually impaired and uses a screen reader.
