In response to the letter to the editor concerning dogs being tied to a rope or chain and left out in all weather.
Maybe we should adopt the new law in New York City. If a dog is left tethered on a short rope for over three hours at a time — the owner is fined $250.
A second offense would bring jail time.
It's time someone began caring for the sad treatment of poor animals who can't speak for themselves.
