As an individual who is deeply concerned about the humane treatment and care of pets, I must admit it angers me greatly to see an animal tied to a short chain and not given any consideration during this time of extremely cold and or rainy weather.
Unfortunately, from what I understand, this area does not have an organization set up to investigate what I would consider inhumane and/or abusive treatment to such animals.
Tell me, is it humane to tie a dog to a short chain, with no "real shelter" other than a plastic "carrier cage", left to lie outside in 18 degree weather, or in the open with cold rain soaking its fur?
Every morning I drive by a house and see this dog tied to this chain in the cold, in the rain, and I wonder why do these people even have the dog?
I have kept silent for some time, and know of no other outlet to speak my piece about this sad situation.
If a dog or a cat is not wanted, or loved, please give it a chance to be loved and wanted from somebody who will.
