County settles with landowner over concert injunction

The property owners of a site east of Williston that was to host a Labor Day hip hop concert have reached a settlement with Levy County that would dismiss them from a preliminary injunction that halted the event. 

The Levy County Commission sought and received the injunction on Sept. 2, the day before the event was to be held, after approving the action at an emergency meeting earlier in the day. The commission said the concert organizers had not applied for or received a permit under the county's music entertainment and festival ordinance. 

The action came after hearing about plans for the event from Sheriff Bobby McCallum, his top staff and an investigator that included information that one of the DJs said the event would draw performers and an expected audience of 1,000 from Tampa, South Florida and Texas.

County officials sought the injunction in hopes of preventing another incident like the one at the annual Williston Crab Fest in April 2013. The hip hop and seafood event that draws huge crowds to East Williston was the scene of a shooting where one man died and four were wounded. The suspect in the shooting has not gone to trial. 

The preliminary injunction, which is still in effect, named G.A.B., LLC, the property's owner; Calabro Financial Management of Beverly Hills, Fla., corporate managers Paul Burgin of Cape May, N.J., Garry G. Gilbert of Cape May, N.J., and Amanda Sigler of Winter Park; DJ Ronald Jimmy Webb, Jr., also known as “Big Bud” and “Bud Webb;” and Norman James, Jr. 

In return for being dropped from the case, G.A.B., LLC, the corporate owner of the 2.4 acres at 21151 N.E. U.S. Highway 27 has agreed that the land will not be used for a musical event without first obtaining the proper county permit. 

Sigler, an attorney for and a partner in G.A.B., attended Tuesday's meeting and said, “We're all absentee (property owners) and the tenant was in complete violation of his lease.” She provided an affidavit from the tenant who operates a car wash and detailing business on the property, acknowledging he will not hold any outdoor events or festivals on the property without obtaining the owners' approval and the proper permits, insurance and liability waivers. 

Under the agreement, the county will also seek a permanent injunction against Webb to prevent him from holding or promoting an event.
